Every monsoon now brings the same script: a few hours of intense rain, and an Indian city grinds to a halt. This year it was Assam, Kerala and parts of Jammu and Kashmir absorbing the worst of it, with floods and landslides claiming more than 130 lives. But the deeper story is not just about extreme weather. It is about drainage systems designed for a rainfall pattern that no longer exists, and municipal planning that has consistently lost the race against unplanned urban growth.
Most Indian cities still rely on stormwater systems built decades ago, sized for a gentler, more predictable monsoon. Climate change has since made rainfall more erratic, delivering short bursts of extreme intensity that overwhelm drains within hours rather than days. Encroachment on natural floodplains, the paving over of wetlands that once absorbed excess water, and inconsistent desilting of existing drains compound the problem every single year, yet the response after each flood tends to be relief and cleanup rather than structural reform.
To be fair, this is not purely a failure of will. Retrofitting drainage in dense, already-built cities is expensive and disruptive, and municipal bodies in India are chronically underfunded relative to the scale of infrastructure they are expected to maintain. State and central governments have also funded flood-control and disaster-response programs, and urban local bodies do not always have the financial or legal authority to make the zoning changes that experts recommend, such as protecting floodplains from construction.
Still, the pattern of losing lives to the same predictable failure year after year suggests the incentives are misaligned. Disaster relief is politically visible and delivers quick credit; drainage upgrades and floodplain protection are slow, unglamorous, and their benefits are only obvious in hindsight, when a flood that should have happened does not. Until urban planning treats water management as core infrastructure rather than an afterthought, India’s cities will keep drowning in the same rain, year after year.
